Beginning Tuesday, July 23, 2024, the new traffic signal is fully functional at the intersection of N. Territorial Rd & Webster Church Rd. Since the last update, the contractor has placed all the new traffic signs along N. Territorial Rd between Mast Rd and Webster Church Rd. Motorists will still see construction workers complete a few punch list items in the next few weeks. However, this work will have minimal traffic impacts and the intersection will be open to traffic.

Our safety improvement project at the intersection of N. Territorial Rd & Webster Church Rd in Webster Township is nearly complete!
Since the last update, the contractor has been able to complete paving operations throughout the project limits, place aggregate (stone) shoulders, and pavement markings. The intersection was re-opened to traffic on Tuesday, July 2, 2024.
The new traffic signal at the intersection is not yet operational and additional work is still being performed. WCRC crews will finalize the new traffic signal in the coming weeks under lane restrictions. WCRC expects the signal to be fully operational by July 22. Additionally, the contractor will return to the area to finish placing new signs along N. Territorial Rd between Mast Rd and Webster Church Rd. However, this work will be completed under traffic restrictions.

Currently, the Michigan Department of Transportation (MDOT) contractor is working to complete asphalt paving operations. The next steps will include placing aggregate (stone) shoulders and pavement markings. Once these tasks are complete, the intersection will re-open to traffic.
While the intersection is expected to re-open soon, residents should be aware that the new traffic signal has not been installed yet and more work will be performed near the intersection. WCRC crews will install the new traffic signal in the coming weeks under lane restrictions. Additionally, the contractor will return to the area to place new signs along N. Territorial Rd between Mast Rd and Webster Church Rd. However, this work will not impact traffic.

Washtenaw County voters are being asked on the August 6, 2024, ballot to renew and restore the 0.5 mill four-year county-wide roads and non-motorized millage (Washtenaw County Proposal A). This is not a new tax for voters. If renewed and restored, the 0.5 mill is expected to generate approximately $10.9 million per year for roads and non-motorized pathway projects. WCRC would receive approximately $4.9 million per year for road work in 20 townships, Cities would receive approximately $3.8 million per year, with specific allocations based on the amount raised within cities borders, and WCPARC would receive approximately $2.2 million per year to support the expansion of the county non-motorized path network through the Border-to-Border Trail Project (B2B Trail) and the Connecting Communities Grant Program.
“Since its inception a decade ago, the county-wide roads and non-motorized millage has consistently delivered on its promise to improve the roadways, bridges, and non-motorized pathways in Washtenaw County,” said Matthew MacDonell, Managing Director of Washtenaw County Road Commission. “Through strategic investments and careful planning, we have witnessed significant progress in addressing the condition of our critical infrastructure.”

Since the last update, the contractor placed the aggregate (stone) road base and paved two courses (layers) of asphalt on the southern side of the project limits. Currently, the contractor is working on ditching and placing the aggregate base for the curb and gutter on the north side of the project limits. The next step is to prepare for the traffic shift on N. Territorial Rd. Motorists should expect the north side lane to shift onto the (new) south side lane, with the same temporary traffic control signals in place, within the next week.

The Washtenaw County Road Commission (WCRC) is announcing plans to invest $6.7 million to improve approximately 20 lane miles of pavement throughout Washtenaw County during the 2024 construction season. Cadillac Asphalt was awarded the contract. The projects are funded through the 2021-2024 Four-year County-wide Roads and Non-Motorized Millage, federal funds and Michigan Transportation Funds (MTF).
“Most of these investments are made possible by Washtenaw County residents who travel on these roads every day. As stewards of these precious dollars, WCRC is committed to ensuring these resources are reinvested into communities, in which it came from,” said Mike Bernbeck, WCRC Project Manager.

WHY: The Washtenaw County Road Commission (WCRC) will hold a virtual project information meeting regarding the planned safety project on N. Territorial Rd and Webster Church Rd in Webster Township.
During construction, traffic will be maintained on N. Territorial Rd with a temporary traffic signal and lane closures. Webster Church Rd will be closed to ALL traffic, north and south of the intersection, and a detour will be posted. The closure is expected to be in place for approximately eight weeks, weather pending.
The virtual public meeting will be held via Zoom on Thursday, March 7, 2024, at 12 p.m. There will be a brief presentation followed by time for questions from the audience. A recording of the meeting will be posted to the project web page after the meeting.
