BACKGROUND: On Wednesday, November 20, 2024, the Washtenaw County Road Commission (WCRC) has suspended the culvert installation and paving project at the intersection of Park Rd & Staebler Rd in Scio Township due to utility conflicts. The intersection will remain closed. Below you will see the closure limits while work is suspended. Construction will resume in Spring 2025.
Access will be maintained for any residents who work or live within the closure limits.

On Thursday, November 7, 2024, the Washtenaw County Road Commission (WCRC) completed the concrete pavement inlay project on westbound Jackson Rd between Myrtle Ave and Jackson Industrial Dr in Scio Township.
The week of November 4, the contractor addressed pavement surface imperfections through a process commonly referred to as “bump grinding”. They also installed wireless nodes (“pucks”) in the pavement. These devices detect vehicles, communicate with nearby traffic signals, promoting efficient signal operations and flow of traffic.
The patience displayed by area motorists and business owners along this busy primary county road has been greatly appreciated.

On Thursday, October 10, 2024, the Washtenaw County Road Commission (WCRC) reopened all lanes on westbound Jackson Rd between Jackson Industrial Dr and Myrtle Ave in Scio Township.
This week, contractors completed tasks such as sawing and sealing pavement joints, restoring disturbed areas with topsoil and seeding, and applying pavement markings. Remaining work includes installing traffic signal devices and correcting pavement surface imperfections through diamond grinding, which will involve intermittent daytime lane closures.
Additionally, WCRC has informed the Ann Arbor post office that mail carriers can resume normal delivery locations starting Friday, October 11, 2024, leading to the removal of temporary mailboxes.

The final placement of concrete pavement occurred the week of September 30th on Jackson Rd between Myrtle Ave and Jackson Industrial Dr in Scio Township.

On Monday, September 23, 2024, the Washtenaw County Road Commission (WCRC) closed several eastbound to westbound crossovers (Michigan left turns) along westbound Jackson Rd between Jackson Industrial Dr and Myrtle Ave in Scio Township. If a crossover is closed drivers should go to the next open crossover.
This week, the contractor is switching driveway access points at businesses in order to remove and replace concrete gaps and place new concrete curbs and gutters. Access will continue to be maintained at all businesses along westbound Jackson Rd.
The week of September 30th, the contractor will remove and replace the concrete pavement damaged by motorists a week ago.

On Monday, September 16, 2024, the Washtenaw County Road Commission (WCRC) reopened a lane on southbound Zeeb Rd approaching Jackson Rd in Scio Township. Two southbound lanes on Zeeb Rd are now open to traffic. The right turn only (curbside) lane onto westbound Jackson Rd will remain closed.
There will be a few quiet days as the new concrete pavement is curing and gaining strength on the north side lanes (next to the businesses) on Jackson Rd between Myrtle Ave and Jackson Industrial Dr. The contractor will return to seal the joints when the concrete pavement has sufficient strength.

BACKGROUND: On Thursday, September 12, 2024, the Washtenaw County Road Commission (WCRC) will reduce southbound Zeeb Rd approaching Jackson Rd to one lane. Traffic will be permitted thru the intersection and turning right from the same lane. This lane restriction is needed to protect the new concrete pavement from truck turning movements onto westbound Jackson Rd between Zeeb Rd and Jackson Industrial Dr in Scio Township. (see photo below)
The traffic impact is expected to last approximately five days. However, all dates are tentative and subject to change due to weather conditions.

The week of September 9th, the new concrete pavement is being constructed in the north side lanes (next to the businesses) on Jackson Rd between Myrtle Ave and Jackson Industrial Dr in Scio Township. Westbound traffic on Jackson Rd and business access will be maintained. However, based on the logistics of placing the new concrete, traffic delays will occur.
Later this week, the WCRC will temporarily reduce southbound Zeeb Rd approaching Jackson Rd to one traffic lane. This lane restriction is needed to protect the new concrete pavement from truck turning movements onto westbound Jackson Rd.
Once the new pavement is placed, the concrete will cure and gain strength, and then the contractor will seal the joints. The work schedule is dependent upon weather conditions. We appreciate the patience of the business owners, their customers, and the traveling public as we work to improve Jackson Rd.

On Monday, August 26th, the WCRC contractor will be adjusting temporary traffic control, directing westbound Jackson Rd motorists to use the newly paved concrete lane (next to the boulevard island) between Myrtle Ave and Jackson Industrial Dr in Scio Township. Westbound traffic will be maintained in a single lane through the construction zone.
The week of August 26th, the contractor will begin removing the old concrete pavement in the north side lane and placing aggregate (stone) base. In the coming weeks, concrete curb and gutter and new concrete pavement will be constructed. The work schedule is dependent upon weather conditions.
Access to the businesses along Jackson Rd will continue to be maintained. Some driveways will be half-width and others will be completely closed (where another driveway can be used). We appreciate the patience of the business owners and their customers as we work to improve Jackson Rd.

On Wednesday, August 21, 2024, the contractor for Washtenaw County Road Commission (WCRC) imposed a daytime lane restriction on Scio Church Rd to begin milling the existing road surface. Two-way traffic is being maintained during the milling.
The contractor expects to perform asphalt paving on August 22 thru August 24, weather permitting. During the paving operation, westbound traffic only will be maintained in one lane from Wagner Rd to Zeeb Rd. Eastbound traffic will be directed to use the posted detour route. Once paving is completed, the next step will be adding aggregate (stone) shoulders and pavement markings.

On Friday, August 9th, the contractor moved temporary signs and barricades, switching crossovers (“Michigan lefts”) for traffic traveling on Jackson Rd between Jackson Industrial Dr and Myrtle Ave in Scio Township. These crossovers are used by eastbound and westbound motorists to access businesses on the opposite side of the Jackson Rd boulevard.
Last week, after the new concrete pavement had cured and gained sufficient strength, the contractor sawed and sealed the joints and swept the new pavement. The remaining old concrete in the westbound lane adjacent to the boulevard is now being removed. Placement of the new concrete pavement in these areas is planned for later this week, depending on weather conditions.

The Border-to-Border Trail along Huron River Dr between Zeeb Rd and Delhi Metropark in Scio Township is open for public use.

On August 1, 2024, the Washtenaw County Parks and Recreation Commission (WCPARC) hosted a ribbon cutting, marking the official opening of the trail. Once the new pavement has been placed, the concrete will need to cure to gain strength. The remaining old pavement “gaps” will then be removed and replaced with new concrete pavement.

Construction is moving along on the Border-to-Border Trail along Huron River Dr between Zeeb Rd and Delhi Metropark in Scio Township.
Currently, the contractor is building the boardwalk that links the pedestrian bridge to the pathway. Later this week, the contractor is scheduled to finish paving the pathway. The paving will take a few days, and it is important for pedestrians and bicyclists to stay off the pathway during that time to avoid damaging the new asphalt surface. Also, freshly placed asphalt is very hot and can cause burns and damage to tires.

Dexter-Ann Arbor Rd, over Honey Creek, between W Delhi Rd and Kuebler Rd in Scio Township reduced to 16/50/58.
A schedule for maintenance at this location is undetermined.

We’re one step closer to completion on the Border-to-Border Trail, Segment D3, in Scio Township.
On Wednesday, June 5, 2024, the Washtenaw County Road Commission (WCRC) contractor used two large cranes to place the 200-ft prefabricated steel pedestrian bridge over the Huron River. This is a major milestone in the construction of the trail. In the coming weeks, the contractor will build boardwalk between the trail and the bridge and construct a third retaining wall. There’s still quite a bit of work remaining, but the trail is expected to be completed in the next couple of months.
As a reminder, the pathway remains closed to the public. Even though there is asphalt on some portions of the trail, this location continues to be an active construction zone and is not open for public use. The Washtenaw County Road Commission (WCRC) will continue to send out updates as the project progresses.

Washtenaw County voters are being asked on the August 6, 2024, ballot to renew and restore the 0.5 mill four-year county-wide roads and non-motorized millage (Washtenaw County Proposal A). This is not a new tax for voters. If renewed and restored, the 0.5 mill is expected to generate approximately $10.9 million per year for roads and non-motorized pathway projects. WCRC would receive approximately $4.9 million per year for road work in 20 townships, Cities would receive approximately $3.8 million per year, with specific allocations based on the amount raised within cities borders, and WCPARC would receive approximately $2.2 million per year to support the expansion of the county non-motorized path network through the Border-to-Border Trail Project (B2B Trail) and the Connecting Communities Grant Program.
“Since its inception a decade ago, the county-wide roads and non-motorized millage has consistently delivered on its promise to improve the roadways, bridges, and non-motorized pathways in Washtenaw County,” said Matthew MacDonell, Managing Director of Washtenaw County Road Commission. “Through strategic investments and careful planning, we have witnessed significant progress in addressing the condition of our critical infrastructure.”

Our roundabout project at the intersection of Miller Rd & Zeeb Rd in Scio Township is progressing quickly.
Since the last update, the contractor has been able to complete the concrete work for the center and splitter islands. The contractor has been able to pave the leveling course (first layer of asphalt) and is currently working to pave the wearing course (top layer of asphalt) throughout the project limits. The contactor expects to finish paving by the beginning of this week. Next step is placing pavement markings and signs.

Great news! Our resurfacing project on Parker Rd between Scio Church Rd and Liberty Rd in Lima & Scio Townships is nearly complete. Last week, the contractor was able to complete asphalt resurfacing and the placement of aggregate (stone) shoulders. On Friday, May 3, 2024, the Washtenaw County Road Commission (WCRC) re-opened the road.

Since the last update, the contractor began paving operations on Parker Rd. Once paving is completed, the next step is placing aggregate (stone) shoulders. The contractor expects to place stone shoulders by the end of this week. The Washtenaw County Road Commission (WCRC) plans to re-open the roadway once this work has been completed.

Finally, paving of Segment D3 of the Border-to-Border Trail along the Huron River in Scio Township has begun!
Over the last couple of weeks, the contractor has driven steel piles for the bridge abutments and placed the base course of asphalt along some portions of the trail. Next, the contractor will be placing forms for the concrete bridge abutments to prepare for placing the pedestrian bridge. Once the bridge is set in place, asphalt paving of the remaining portions of the pathway will continue.
As a reminder, the pathway remains closed to the public. Even though there is asphalt on some portions of the trail, this location continues to be an active construction zone and is not open for public use. Over the past week, the contractor has been successful in removing the existing pavement and grading a new road base. Currently, the contractor is working to install the storm sewer. This work will continue for the next week. Next, the contractor will begin backfilling of low areas of the proposed Roundabout in preparation of the road surface and placement of curb and gutter, which is expected to begin in a few weeks.

The work involves using a pile driving machine to pound long steel piles into the soil to create a stable foundation for the bridge abutments. Residents should expect loud noise levels between the hours of 7 a.m. – 7 p.m., Monday through Saturday, while this work is being performed.

The lane restrictions are expected to be in place for approximately six months. However, all dates are tentative and subject to change due to weather conditions.

As the weather warms up, residents can expect to see construction continue on the D3 section of the Border-to-Border (B2B) Trail along the Huron River in Scio Township.
Last fall, the contractor was able to install fencing, repair crossroad cuts, pave the shoulder of Zeeb Rd and complete slope stabilization near one of the retaining walls for the pathway.
The contractor has finally received all the necessary railroad approvals, so they will begin work on the pedestrian bridge abutments soon. This work will involve excavation, pile driving, and concrete work. The bridge erection is expected to happen this summer. Next week, there may be some work along the trail that will cause intermittent lane restrictions on Huron River Dr between Zeeb Rd and E Delhi Rd, so please stay alert when using this segment of road.

WHY: The Washtenaw County Road Commission (WCRC) will hold a virtual project information meeting regarding the planned County-wide Resurfacing Program taking place during the 2024 construction season.
During construction, traffic will be maintained under lane restrictions and flagging operations. During specific construction activities, the road may be closed, and a detour will be posted. WCRC estimates it will take approximately two/three weeks, on average, to complete each project, weather pending.
The virtual public meeting will be held via Zoom Thursday, April 4, 2024, at 11 a.m. There will be a brief presentation followed by time for questions from the audience. A recording of the meeting will be posted to the project web page after the meeting.

The Washtenaw County Road Commission (WCRC) is announcing plans to invest $6.7 million to improve approximately 20 lane miles of pavement throughout Washtenaw County during the 2024 construction season. Cadillac Asphalt was awarded the contract. The projects are funded through the 2021-2024 Four-year County-wide Roads and Non-Motorized Millage, federal funds and Michigan Transportation Funds (MTF).
“Most of these investments are made possible by Washtenaw County residents who travel on these roads every day. As stewards of these precious dollars, WCRC is committed to ensuring these resources are reinvested into communities, in which it came from,” said Mike Bernbeck, WCRC Project Manager.
Construction will begin mid-April and will end during the fall of 2024, weather pending. Listed below are the project locations with a link to their project web page, funding cost and traffic impacts:
Motorists will experience road closures with detours, lane restrictions, and flagging operations. WCRC will maintain access for residents who live or work within the project limits during construction.

The Washtenaw County Road Commission (WCRC) plans to rehabilitate the concrete pavement in the westbound lanes of the Jackson Rd Corridor, between Jackson Industrial Dr and Myrtle Ave in Scio Township.
The Jackson Rd Corridor is a major artery that connects communities and is crucial to moving goods and services throughout Washtenaw County. The Jackson Rd Corridor Pavement Rehabilitation project is funded, in part, by the current Four-Year County-wide Roads and Non-Motorized Millage and the Michigan Transportation Fund (MTF). The estimated construction cost is $1 million.
“This road improvement is necessary to preserve and maintain a highly relied upon primary road,” says Aaron Berkholz, WCRC Assistant Director of Engineering. “The benefit of this investment in the county infrastructure will be realized for many years to come.”
During construction, a WCRC contractor will close one westbound lane of Jackson Rd, between Jackson Industrial Dr and Myrtle Ave, at a time. Westbound traffic will be maintained in a single lane, adjacent to the lane under construction. Based on significant traffic volumes on Jackson Rd, motorists can expect delays in the area.

WHY: Permit work – utility work
BACKGROUND: On Thursday, March 7, 2024, DTE Gas will begin utility work near the eastbound lanes of Jackson Rd between Dino Dr and Baker Rd in Scio Township.
The road will not be closed to traffic, but delays are likely due to lane restrictions. WCRC encourages motorists, emergency services and others to use an alternate route.
The utility work is expected to take approximately one day. However, all dates are tentative and subject to change due to weather conditions.

The Washtenaw County Road Commission (WCRC) plans to construct a roundabout at the intersection of Miller Rd and Zeeb Rd in Scio Township during the 2024 construction season. During construction, the intersection will be closed to all traffic and a detour will be posted.
