E.T. MacKenzie (ETM), the construction contractor working on behalf of the Washtenaw County Road Commission (WCRC), placed curbs and gutters (C&G) along Bemis Road between Stony Creek Road and Hitchingham Road in Augusta and Ypsilanti Townships. Concrete driveways within the C&G section were also completed with resident cooperation. Concrete is in high demand, and the remaining driveways, all of which will now be poured in concrete due to the profile changes made, will be poured after the asphalt paving is underway.
Next Wednesday, the first layer of hot mix asphalt (HMA) paving will be placed on the compacted aggregate base, followed by two additional layers, which is all weather permitting and dependent on contractor scheduling.
We want to thank property owners for their patience during this project.
Bemis Rd between Stony Creek Rd and Hitchingham Rd will be closed for approximately five more weeks to accommodate the road reconstruction and weather permitting.
WCRC will continue to distribute notices as needed to keep residents informed. We appreciate your patience as we work to complete these important improvements.
If you have any questions, contact Jane Allen, Project Manager, at (734) 327-6691, or via email at [email protected].

Construction continues on Bemis Road between Stony Creek Road and Hitchingham Road in Augusta and Ypsilanti Townships. WCRC staff, in coordination with our contractor E.T. MacKenzie and a construction materials consultant, have been working to install an improved aggregate base. This revised base design was developed to address the poor soil conditions encountered and will support a new layer of hot mix asphalt (HMA) paving planned for September.
Major progress has been made at Hewen’s Drain, where the large box culvert has been installed and backfilled. All work at this location was completed under review by the Michigan Department of Environment, Great Lakes, and Energy (EGLE), with materials and methods verified to meet required density standards.
While adjustments to the base design were underway, crews also made progress on other key elements of the project. This included installing storm sewer lines, drainage structures, driveway culverts, and curb and gutter.
Property owners should note that some driveway access restrictions are in place as concrete approaches are poured. These restrictions are necessary to allow for proper curing and strength testing. In most cases, driveways will remain closed for several days. Residents with emergency needs may inquire about early access beginning three days after their concrete is poured.
Bemis Rd between Stony Creek Rd and Hitchingham Rd will be closed for approximately 6 more weeks to accommodate the road reconstruction and weather permitting.
WCRC will continue to distribute notices as needed to keep residents informed. We appreciate your patience as we work to complete these important improvements.

Washtenaw County Road Commission (WCRC) staff have been diligently working with the project contractor (E.T. MacKenzie) and our construction materials consultant to develop and evaluate a revised pavement section. This revision has been prompted by underlying soil conditions on Bemis Rd between Stony Creek Rd and Hitchingham Rd in Augusta and Ypsilanti Townships.
After the July 4th holiday, the Contractor will return to Bemis Rd to strip vegetation, construct ditches, and install storm sewer. The installation of a large box culvert at Hewen’s Drain is currently scheduled for July 14th.
While the above noted revisions were being incorporated into the project plans, WCRC crews continued routine maintenance activities, including the removal of roadside vegetation in anticipation of the Contractor’s presence on site. As pictured below, the WCRC District 2 crew removed vegetation for construction staking and updated the WCRC’s new Project Manager, Jane Allen, on the maintenance history of Bemis Road.
