The Washtenaw County Road Commission (WCRC) is seeking a proposal from qualified, consulting engineering firms to perform in-service safety inspection of non-NBI structures with an as-needed option for NBI structures located within Washtenaw County.
Location
The structures for this project are situated in various locations within Washtenaw County. There will be (89) non-NBI structures and (1) NBI structure included in the 2026 inspections.
Duration & Schedule
The consultant shall provide a schedule for inspection to have all structures inspected by December 2026. The schedule must be approved by the WCRC Project Manager. The consultant is required to attend a project kickoff meeting. The expected date for this meeting is shown below. However, these may be adjusted as mutually agreed to by the WCRC Project Manager and the consultant.

The Project Kickoff Meeting is intended to exchange information regarding the general procedures for communication, review the schedule, discuss emergency procedures and safety, and discuss any open questions. Progress Meetings will be scheduled if the need to discuss details is needed. A Project Closeout Meeting will be scheduled if there are outstanding contract requirements and to discuss the extension of the contract if WCRC decides to do so.
General Description of Work
This project will require field inspection of each structure, completion of all reports, and communication of findings to the WCRC Project Manager. Field inspection shall utilize both visual means and non-destructive testing as necessary to examine all structure components. Components of the structure to be inspected include Pavement/Roadway, Sidewalk, Curb, Guardrail, Shoulder, Deck Features, Abutments, Bridge Elements, Slopes, Scour, Channel, Culvert material condition, Other Culvert Materials, etc. A Photo Log shall also be included with all reports. Applicable communication regarding any unusual situations shall be relayed immediately to the WCRC Project Manager. Culvert inspection documentation to be provided to WCRC in Roadsoft format for uploading to database.
The following MDOT Prequalified Service Vendor classifications are required for the selected consultant.

As-Needed NBI Bridge Inspections
The consultant shall include a unit price in the proposal for the inspection of NBI Bridges as-needed. This will be directed by the WCRC Project Manager. Inspections for NBI bridges shall follow the requirements outlined by the National Bridge Inspection Standards (NBIS), AASHTO, Manual for Condition Evaluation of Bridges, and the Bridge Inspection Reference Manual.
Load Analysis
If an NBI bridge or non-NBI structure is inspected and is advised that a load analysis be conducted based on the level of deterioration, it will be brought to the attention of the WCRC Project Manager. The load analysis may not proceed until WCRC receives written justification with an estimated number of hours to complete the load rating. When completed, a load analysis report should include Load Rating Calculations, MDOT Bridge Analysis Assumption form, MDOT Bridge Analysis Summary form, and an updated SI&A form. Additionally, copies of the calculations will be uploaded to the MiBRIDGE website.
Project Quality Control
The consultant will submit a quality control plan with their proposal that confirms all required documents are submitted, all necessary certifications are submitted, confirm the inspection processes and procedures meet the requirements of the NBIS (if necessary), and review 10% of the completed work to ensure that all reports are complete, accurate, and consistent. WCRC will require a QC report to be submitted at project end.

The consultant must submit all invoices to the WCRC Project Manager for approval. Payment will be monthly based on the work completed to that date. All invoices must indicate the WCRC structures inspected during that billing cycle.

Proposals will be accepted until 10:00am EST on Wednesday, June 24, 2026
Action by the WCRC Board of Commissioners to select a consultant will take place on Tuesday, July 7, 2026.
