Once proper progress inspections have been performed and a written request for final inspection is received, WCRC staff will inspect the completed construction and provide a punch list of items to be corrected to the Developer and the Construction Engineer for further action.

7.2.1

The Construction Engineer shall certify that he or she has personally directed the observation and inspection of the construction and that the construction and materials testing results conform to the requirements of this document, the approved construction plans, and the final punch list. The WCRC will review the submitted information, consult those responsible for providing the information contained in the submittal, ask for additional information, or make a recommendation to the Board regarding acceptance of roads.

7.2.2

After completion of all construction within the existing and proposed right-of-way, the Developer or Construction Engineer shall furnish the WCRC a letter requesting a final visual inspection of the project, a certification letter (see Figure 40 located in the Appendix), all inspection and independent material sampling and testing reports, and a letter from the Washtenaw County Drain Commissioner’s office, where applicable, stating that the storm drainage system installed as part of the development has been approved and will be accepted as part of the County drainage system.

7.2.3

The final inspection must take place between the dates of April 15 and November 15. Road acceptance will not be considered between the first Board meeting in December of any year and the first Board meeting in April of the following year.

7.2.4

The Construction Engineer shall certify that he or she has personally observed and documented all construction, that all drainage facilities and roads have been built in accordance with the approved plans and specifications, and that all survey monuments are properly installed and recorded where applicable. In addition, test reports shall be submitted to verify the adequacy of materials and installation, in accordance with the MDOT Materials Sampling Guide and MDOT Standard Specifications.

7.2.5

If the final inspection reveals that the work is not completed to the satisfaction of the WCRC the Developer will be notified of any deficiencies by means of a punch list. The WCRC will conduct a re-inspection of the work after being notified that the deficiencies have been corrected.

7.2.6

All driveways and driveway culverts installed prior to acceptance of the roads shall be installed in accordance with WCRC standards. The Construction Engineer shall certify all such driveway construction and compliance with sight distance requirements. The Developer shall be responsible for repair or replacement of improperly installed driveways, including those of homeowners when appropriate.

7.2.7

If a temporary turnaround in any phase of development is required in order to provide access for WCRC maintenance, such turnaround must be completed prior to acceptance of roads.

7.2.8

Required WCRC permanent benchmarks must be in place before acceptance.

7.2.9

If any mailboxes have been placed in the right-of-way prior to acceptance, the Developer will be responsible to assure their compliance with standards.

7.2.10

If any landscaping items other than conventional grading and seeding have been placed in the right-of-way prior to acceptance, the Developer shall assure their compliance with WCRC standards.

7.2.11

Once the WCRC has completed the visual inspection and accepts the construction, and all other required submittals are approved by staff, the WCRC will recommend to the Board acceptance of the roads into the County road system. Approval of any phase of construction does not guarantee acceptance by the Washtenaw County Board of Road Commissioners or relieve the Developer of responsibilities and liabilities inherent in developing a parcel of land.

7.2.12

Once roads are accepted by the Board, the Developer’s Completion Guarantee will be processed for release.

7.2.13

After the roads are accepted by the Board, the balance of the Developer’s Administration and Inspection Fee account will be returned. If a deficit exists within the Administration and Inspection Fee account prior to road acceptance, the Developer shall pay this debt prior to acceptance of the roads.

7.2.14

WCRC shall install permanent traffic control devices after acceptance of the roads.
