The Washtenaw County Road Commission (WCRC) is hereby inviting qualified firms to submit Proposals for Materials Testing Services for the 2010 Rawsonville Road and Bemis Road Intersection Improvement project located in Section 36 of Ypsilanti Township and Section 1 of Augusta Township in Washtenaw County and Section 6 of Sumpter Township and Section 31 of Van Buren Township in Wayne County, Michigan. Services will include concrete testing; HMA testing; and density testing on backfill, subbase, aggregate surface course, aggregate shoulders and aggregate base for the proposed project.
The project plans and proposal are available on the Michigan Department of Transportation (MDOT) website through the bid letting module for the February 5, 2010 bid letting, where this project is labeled item “059”.
Five (5) copies of the Proposal for Materials Testing Services must be received no later than 3:30 p.m. on Monday, March 1, 2010. The Proposals must be addressed as follows:

The WCRC expressly reserves the right to accept or reject any and all proposals submitted and is under no legal requirement to execute a resulting contract on the basis of this RFP and intends the material provided only as a means of identifying the various consultant alternatives. The WCRC will base its choice on a combination of competence, qualifications and other items as listed in Section 4 of this RFP (Selection Criteria). The selected firm will be contacted to confirm capacity. Upon confirmation, price negotiations will be conducted with the firm selected.
This RFP does not commit the WCRC to pay any costs incurred prior to execution of a contract. Issuance of this material in no way obligates the WCRC to award a contract or to pay any costs incurred in the preparation of a response. The WCRC specifically reserves the right to vary any and all provisions set forth at any time prior to execution of a contract where it deems it to be in the best interest of the WCRC, allowing the consultant to adjust the proposal accordingly.
