Capital Improvement Plan

Background

The Washtenaw County Road Commission revises its five-year Capital Improvement Plan (CIP) each year.  The current CIP is for 2013-2017 and was adopted by the Board of County Road Commissioners on October 16, 2012.  The CIP is designed to serve as a blueprint or guide for mapping the Road Commission’s capital expenditures by combining community planning, financial capacity and physical development.

The CIP is intended to:

  • Facilitate coordination between capital needs and the operating budget
  • Identify the most economical means of financing capital projects
  • Increase opportunities for obtaining federal and state aid
  • Relate public road and bridge facilities to other public and private development projects
  • Incorporate community objectives into project planning
  • Inform the public about future projects and plans



The 2013-2017 CIP

2013-2017 CIP BookletThe 5-year CIP is revised on an annual basis, unless otherwise directed by the Board of County Road Commissioners.  The 2013-2017 CIP was recently approved by the Board at its regular meeting held on October 16, 2012.  The CIP was based in part on projects requested by local municipalities.  This document will be used as a guide in upcoming budget discussions regarding permanent, physical, or system improvements to the county road network in excess of $100,000, or for significant equipment purchases in excess of $100,000 with a useful life of at least ten years.




Future 2014-2018 CIP

The 5-year CIP is a dynamic document that is revised and approved by the Board of County Road Commissioners on an annual basis.  An integral part of developing the future CIP is soliciting input from local units of government and other interested parties.  Projects that meet the following criteria may be included in the CIP:

  • Be consistent with: 1) an adopted or anticipated component of county or township plans, 2) a state or federal requirement, or 3) a WCRC approved policy
     
  • Constitute permanent, physical or system improvement in excess of $100,000; or significant equipment purchases in excess of $100,000 with a useful life of at least ten years; or a study of at least $100,000 that will lead to such projects
     
  • Add to the value or capacity of the county road network

In early summer of 2013, the WCRC will be accepting recommendations for projects to be considered for inclusion in the 2014-2018 CIP in accordance with the above criteria.  Please look for a letter to be sent out to stakeholders announcing when the process will begin.

The Final 2007-2011 CIP was adopted by the Board of County Road Commissioners on November 7, 2006.
The Final 2006-2010 CIP was adopted by the Board of County Road Commissioners on February 21, 2006.
